THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 13th March 2025 at 6:00pm in the school hall.

Present: Cllrs: Liz Quiney, Lucie Holland, Patric Corke, Karen Harrison, Tim Harris and Briony Czornookyj. 

Apologies: None received.  

Public: There was 3 members of public present. 

Public forum: 
The chairman announced that if anyone would like to be chairman for the next year to please consider it as it is election of the chairman in May. 

1. Chairman’s announcements 

The chairman welcomed all present and told all of the recent resignation of a councillor. She also asked if anyone would like to become a member of the council to get in touch with the clerk. She told the council that she has met with the chairman for Wildmore Fen and he is going to write to all neighbouring parishes and arrange a joint meeting of chairman and Vice-chairman to see if the parishes have any similar issues and what benefits can come of working together.

3. The notes from the meeting of the Council held on Thursday 16th January 2025 (attached) to be approved as Minutes and signed by the Chairman

It was:- 
Proposed by Cllr Holland and Seconded by Cllr Czornookyj and RESOLVED for the notes of the meeting to be approved as minutes and signed by the chairman. 

4. Reports from County and District Councillor if present. 

None. 

5. Update on village project 

The clerk told the council that the first payment from the grant has been received and that she has applied for the councillor community grant as well. Cllr Quiney informed all that a member of public has donated £280 to the community improvements and that the benches are being made and the clerk will be able to order the new planters and bins now the funding is in place for an install date towards the end of May. 

6. Councils resilience plan – Update from Cllr Harris

Cllr Harris asked for someone to work with him putting the plan together and a member of public volunteered to do this with him. 

7. Defibrillator training – Cllr Quiney  

Cllrs discussed the possible benefits of this. The council will include an item in the newsletter about how to use the defib and explore the options for refresher training. The clerk is to print once completed. 

8. Spring Newsletter – Cllr Quiney 

Cllr Holland is taking entries for the newsletter. Cllr Quiney is going to compose an introduction but if anyone has items for inclusion they need sending to Cllr Holland. 

9. To consider and approve the Following payments

a) Clerks Salary - £441.40
b) HMRC PAYE - £96.00
It was:- 
Proposed by Cllr Corke and Seconded by Cllr Czornookyj and RESOLVED for the payments to be approved and duly paid.  

c) Request from Wilmore parish council - £450 for 2024-2025 and £500 for 2025-2026 requested 
It was:- 
Proposed by Cllr Quiney and Seconded by Cllr Holland and RESOLVED for the council to donate £450 for 2024-2025 and £500 for 2025-2026. 

10. Planning Application/s

a) Application by Ossian Offshore Windfarm Limited (the applicant) for an Order granting Development Consent for the Ossian Transmission Infrastructure – The council object to this application and comments will be submitted. 

11. Correspondence for the Council

a) Cllr Quiney – Street party – There will be a street party on the 10th May in peoples front gardens to commemorate VE and VJ day.

Proposed by Cllr Quiney and Seconded by Cllr Holland and RESOLVED for the council donate £200.00 for costs associated with this event. 

12. Highways Matters

a) Speeding in village – A member of public showed the council the recent speed sign data for this area and the surrounding villages. 

b) Dog fouling issues – There has been no recent complaints but the council will continue to monitor. 

c) Scheme to be put forward to the County councillor – To be emailed to all the council at a later date. 

13. The date of the next meeting is scheduled for  Thursday 8th May 2025 to commence at 6.00 p.m. in Gipsey Bridge Academy school hall. This will be the council’s annual parish meeting where all public are invited to attend then it is followed by the annual council meeting at 7pm. 

14. Any other matters for discussion only or on the next agenda 

a) Speeding 

The meeting closed at 7pm. 

Members of the parish were welcome to stay at the end of the meeting for cake and an informal discussion with council members.
