THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 19th March 2026 at 6:00pm in the school hall.
Present: Cllrs: Briony Czornookyj acting as chair, Lucie Holland, and Laura Wise.
Clerk Sarah Kulwicki
Apologies: Cllrs: Patrick Corke, Tim Harris, Karen Harrison and Liz Quiney. District Cllr Tom Ashton and Niel Jones.

The meeting opened at 6:05pm
1. Chairman’s announcements
None.
2. Apologies for absence and reasons given
Apologies received from Cllrs: Patrick Corke, Tim Harris, Karen Harrison and Liz Quiney as well as District Cllr Tom Ashton and Niel Jones.
3. The notes from the meeting of the Council held on Thursday 15th January 2026 (attached) to be approved as Minutes and signed by the Chairman
It was:-
Proposed by Cllr Holland and Seconded by Cllr Wise and RESOLVED for the notes to be approved as minutes and the chairman to sign.
4. Reports from County and District Councillor if present.
None present. Cllr Jones sent a report via email which was circulated to all the council:
1. Cllr Jones has supported the parking restriction at the school
2. LGR is up in the air, there will be local elections but we do not know what Gov has decided on area It is. Likely there will be District and shadow elections in May27.
3. ELDC has set its budget Rates will go up 2.9 % That equates to £176.67 On a band D property £5.13 or 10p a week. 82% of. Properties are in band A to. C so that is lower. The Drainage board take 62% of our rates. Central Gov funding has reduced. By £1.6 million and the new food waste collection and service imposed by The Gov will cost East Lindsey £680.000.
4. There will be an ELF 2 grant of £10m for communities and Cllr grants should be £4k
5. A full time Community resilience officer has been appointed Kimberly Pickett who will help communities to set up Voluntary Groups for local emergencies such as flooding serious accidents etc. They are setting up Voluntary litter picking groups and providing equipment.
6. We also have full time Community Events Officers who will help small or large events
5. Councils resilience plan – Update to be given at next council meeting.
6. To consider and approve the following payments
a) L. Quiney Plants - £38.00
b) L. Quiney plants - £5.98
c) Lloyds fees – Jan and Feb- £8.50 (PAID)
d) LALC (Membership fee) - £166.10
e) LALC annual training scheme - £156.00
f) ICO Data protection registration - £47.00
g) S. Kulwicki – Wages – £500.20
h) HMRC PAYE - £108.00
i) L. Wise – wool - £18.00

7. Planning Application/s
a) Ref: 00025/26/FUL - Land At Old Chelsea Cottage Bunkers Hill New York, Lincolnshire - Planning Permission - Change of use of agricultural land to form equestrian/horse livery. Erection of a stable building, provision of a manege, horse walker, car parking and access road. Demolition of existing stable building. Objections submitted.
b) Ref: 00142/26/FUL – The Barn, Leagate Road. Erection of a dwelling and extension to existing storage building to provide a domestic lean to store. The council has no objection to this application.
8. Council to consider moving to gov.uk email addresses to be audit compliant
It was:-
Proposed by Cllr Holland and Seconded by Cllr Wise and RESOLVED to move to gov.uk email addresses.
9. Village East egg hunt
It was:-
Proposed by Cllr Holland and Seconded by Cllr Wise and RESOLVED to do this next year.
10. Flower boxes
It was:-
Proposed by Cllr Holland and Seconded by Cllr Wise and RESOLVED for Cllrs to bill the council when any plants are purchased at cost. Cllrs to support with maintenance of the planters as well as members of the parish where possible.
11. Newsletter production
Cllr Holland will continue to create the newsletter and send it to the clerk for printing once complete.
12. Adult social care – To be discussed at the next meeting.
13. Correspondence for the Council
a) Local government reorganisation consultation. Council and Councillors have made comments.
14. Highways Matters
a) Cllr Matthews – update on school parking and village issues. Online meeting to be arranged with the clerk and chairman.
b) Consultation for waiting restriction at Gipsey Bridge Academy – Council comments have been submitted as follows:
The immediate properties have been consulted by the pc and have said that the 'no parking' would not affect them and are both in favour and are happy to have double yellow lines directly outside their property. This could perhaps be the most suitable method.
The major issue is that we have no suitable parking at all for the staff of either schools let alone parents.
As a Parish Council we have tried to ask local land owners if we could work with them but due to historic, poorly handled proposals, they are very resistant and we can't make any headway at all.
We really need LCC to work with us on a holistic approach where we can at least offer some safe parking opposite GBA and perhaps into Castledyke. Either that or to get vehicle access to the rear of GBA where some parking could be arranged.
Some vehicles will be pushed further into the village but this needs careful consideration in itself. There is a small lorry park towards the middle of the village and they need to have clear access for their large vehicles.
Safety of the children is paramount and we are keen to find a solution that is positive for everyone.
15. The date of the next meeting is scheduled for Thursday 7th May 2026 to commence at 6.00 p.m. in Gipsey Bridge Academy school hall. This will be the council’s annual parish meeting followed by the annual council meeting.
