THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 10th July 2025 at 6:00pm in the school hall.
Present: Cllrs: Liz Quiney, Lucie Holland, Karen Harrison, Tim Harris and Briony Czornookyj. County Councillor Neil Jones was also in attendance.
Apologies: Apologies received from Cllr Corke.

It was: -
Proposed by Cllr Czornookyj and Seconded by Cllr Harris and RESOLVED for the notes of the meeting to be approved as minutes and signed by the chairman.
Reports from County and District Councillor if present.
County Cllr Neil Jones enjoyed attending the historic talk on Friday with his family, he told the council that a new time capsule will be installed tomorrow to be opened in 2050. He told the council that planning permission for 2 pods for the homeless will be installed on the coast.
He gave the council a short run down on local government reorganisation and its possible effects. He also told the council to expect new food waste bins by April 2026.
Update on village project
Cllr Quiney reported that the last part of the funding has been received and the final items needed can be purchased, this includes bins and noticeboards. She has been given some feedback on the village signs and would like to get some Perspex for the back of the signs to make them more legible. There is an active team looking after the planters and the tree planters will be installed shortly.
She also discussed the possibility of looking into some history/information boards for the area, but this could be the next project.
Village bus stop – Cllr Quiney
The cost effectiveness of the bus stop area and its ongoing maintenance was discussed. Possible options were discussed, to be continued.
Councils resilience plan – Update from Cllr Harris
Cllr Harris is speaking with Lincolnshire emergency resilience and will continue to put a plan together. He needs 4 volunteers from the parish to help him with this. 2 MOP present offered to help with this.
Summer Newsletter – Cllr Quiney
Cllr Holland offered to put something together and the school offered to do an entry for this. Cllr Holland will find some historic facts for the newsletter as well and 2 MOP offered to do some fun gardening facts/tips to be included.
Feedback from village events
Cllr Quiney attended meeting of joint councils (see below). Historic talk and time capsule opening were also attended by some of the council and all reported that it was an interesting and well attended event.

Cllr Quiney attended the meeting of local councils at New York village hall, the main similar issues were broadband, pylons, speeding and highways.

Highways Matters
- Speeding in village. MOP told the council based on the data from the speed signs there have been no improvements, he has done some research into average speed cameras and is going to look into this and how he can send the data to the treasury to get them to do something locally about the speeding issues.
- Dog fouling issues – Cllr Quiney reported that this seems to have settled for the time being with, council thinks this may be down to the new bins.
- Scheme to be put forward to the County councillor, Clerk was asked to email again.
The date of the next meeting is scheduled for Thursday 11th September 2025 to commence at 6.00 p.m. in Gipsey Bridge Academy school hall.
