THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 19th September 2024 at 6:00pm in the school hall.
Present: Cllrs: Liz Quiney, Pat Hawkes, Lucie Holland, P. Corke and B. Czornookyj.
Apologies: None received.
Public: There was 5 members of public present.
Public Forum:
Two members of public present raised their concerns with the large vehicles that speed through the area. A Cllr from a neighbouring village who has been working on the speeding in his parish presented his finding from Gipsey Bridge and told them that be wants to be pro-active in working towards a resolution to help reduce the number of speeders.
Rev Val Ogden told all that the window on the methodist chapel is leaking and that they are actively looking for funding towards this. She asked is the parish knows of anyone or anything that can help them please pass on the information to her.

- The notes from the meeting of the Council held on Thursday 11th July (attached) to be approved as Minutes and signed by the Chairman
It was: -
Proposed by Cllr Quiney and Seconded by Cllr Hawkes and RESOLVED that the notes from the 11th July be approved as minutes and signed by the chairman.
- Reports from Police, County and District Councillor if present.
None.
- Update on improvement grant
Cllr Quiney told the council that they were unsuccessful in getting the first grant but they have tried again but specifically concentrating on creating 3 micro greens and she will keep the council updated.
- Speed data – Mr. Perryman
Mr Perryman provided all present with a very user-friendly guide to the speeding in the area which shows that there is a problem locally. It is improving with the reactive speed sign but there is still a very real issue with speeding in the parish(s). The council thanked him for all his efforts and asked if they can put his report on social media which he agreed.

- Clerks Salary Aug and Sept- £489.40

Proposed by Cllr Hawkes and Seconded by Cllr Czornookyj and RESOLVED for the payments to be approved and duly paid.
- The co-option of any potential candidates present
The council had one register of interest for the vacancy.

Proposed by Cllr Quiney and Seconded by Cllr Hawkes and RESOLVED by all for Karen Harrison to be co-opted on to the council.
- Planning Application/s
None.
- Correspondence for the Council
The clerk sends this all via email, nothing new to report for the meeting.
- Highways Matters
- Cllr Quiney reported that she is still in discussions with highways about the school parking issues and what measures can be put in place.
- Cllr Quiney promoted the use of fix my street and Cllr Czornookyj reported that she has put in a fix my street for Canister Lane as there is a 6cm difference in the road surface.
- To adopt and approve the council’s safeguarding policy
It was: -
Proposed by Cllr Quiney and Seconded by Cllr Corke and RESOLVED that the council adopt and approve the safeguarding policy.
- To adopt and approve the council’s publication policy
It was: -
Proposed by Cllr Quiney and Seconded by Cllr Hawkes and RESOLVED that the council’s publication policy be approved.
- To adopt and approve the councils’ complaints procedure
It was: -
Proposed by Cllr Quiney and Seconded by Cllr Hawkes and RESOLVED that the council adopt and approve the complaints procedure.
- To adopt and approve the councils staffing committee terms of reference
It was: -
Proposed by Cllr Czornookyj and Seconded by Cllr Hawkes and RESOLVED that the council adopt and approve the staffing committee terms of reference.
- To appoint staffing committee members
The council appointed the following members to the committee: Cllrs Holland, Corke and Hawkes.
- The adoption of a 5-year business plan and mission statement
The clerk was not able to prepare this in time for the meeting and neither was Cllr Quiney. This will be added to the council next agenda.
- Council Newsletter
The council will run the newsletter twice a year in early spring and late Autum which will contain local event dates, an entry from the school and chapel.
- Community Events – date setting
- History of Gipsey Bridge – This was decided to be done in line with the opening of the school’s time capsule on the 4th July 2025.
- Christmas Carols – The council discussed various ideas. It was decided to have carols around the tree on the 16th December at 4:30pm so then the school parents and students can be involved and local residents. It was discussed to have a live adult involved nativity from 3:30pm doing a tour of the village with Mary and Joseph and arriving back at school for 4:30pm.
- The date of the next meeting is scheduled for 21st November to commence at 6.00 p.m. in the school hall.

Members of the parish were welcome to stay at the end of the meeting for cake and an informal discussion with council members.
