THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 11th July 2024 at 7:00pm in the chapel of the Methodist church.
Present: Cllrs: Liz Quiney, Pat Hawkes, Lucie Holland and Briony Czornookyj.
Apologies: None received.
Public: There was three members of public present.
Public Forum:
A Cllr from a neighbouring village attended the meeting and introduced himself to the council. He is interested in seeing what issues this parish face and how the councils can work together to combat these. He specifically discussed speeding through both parishes. The clerk was asked to add this to the next agenda.
- Chairman’s announcements – None.
- Apologies for absence and reasons given – None received. Cllr Corke, County Cllr Ashton and District Cllr Neil Jones were not present.
- The notes from the meeting of the Council held on Thursday 09th May 2024 (attached) to be approved as Minutes and signed by the Chairman

- Reports from Police and District Councillor if present. – None.
- Update on improvement grant applied for by council – Cllr Quiney told all that she has completed the forms for the application and it has been submitted. She gave a description of the things the council have applied for and explained that the council may have to contribute 10% as part of match funding which would be £1,768.88.
- To consider and approve the Following payments
- B. Czornookyj – flags (D-DAY) - £25.98
- L. Quiney – planters - £91.99
- K. Carr – Garden works near bus stop x 2 visits - £99.00
- Clerks Salary - £707.40
- HMRC - £156.00
- L. Quiney – Cakes for D-DAY - £53.44

To consider continuing to donate to Gipsey Bridge chapel for meeting hire, whilst using school hall.
It was: -
Proposed by Cllr B. Czornookyj Seconded by P Hawkes and RESOLVED that the council continue to donate £100 annually to the methodist chapel.
- The co-option of any potential candidates present – One member of public registered his interest; he will hopefully attend the next council meeting to be co-opted.
- Planning Application/s – None.
- Correspondence for the Council - All dealt with via email, nothing new to report.
- Highways Matters
The clerk was asked to apply for permission to cultivate the shrubbed area next to the bus stop.

Cllr Quiney reported that she met with George Cartwright from Lincolnshire County council’s highways department and has discussed some of the issues in the parish:
Immediate action required -
- Make safe the area with reclaimed stone where staff park as a bus now drops and picks up in this area.
- Make safe/ remove all damaged bollards.
- Issue a notice to Anglian Water to lower and make good double chamber at the junction of Canister Lane.
Planned works/ scheme -
- Remove all bollards.
- Level and stone area from the carriageway back to where Highways land ends and Drainage Board land begins...from the bridge along to the junction of Canister Lane. This will allow more cars to park, chevron style, off the carriageway.
- Look at extending this stoned area into Castledyke.
- Look at a large patch at the junction into the mouth of Castledyke and Canister Lane.
- Refresh markings.
- Traffic regulation order to stop school gate parking from the end of the zig zags to the junction of Canister Lane. No parking for one hour at drop off and pick up times.
- Dropped kerb at double school gates for emergency services.
- 20 mph at the bridge past the school.
- Flashing school warning lights at the bridge and at the Canister Lane junction.
Other areas -
- Investigate why we have kerbs in front of some residential dwellings on Leagate Rd and not others. Kerbs would support the carriageway edge and reduce the need for regular edge repairs.
- Replace the damaged sign by the bridge on Leagate Rd.
- Investigate the permission for the clothes bin and remove?
- Thornton Close - Order large patch for the junction.
- All along Leagate to the junction of Langrick Road - make safe with patches or stone, areas of edge deterioration.
- Request a white line to the edge of the carriageway all along Leagate Rd.
- Bunkers Hill - Re-line the whole junction including give way and centre warning lines in all directions.
- Lindsey Way - Write again to the owners of the empty plots. Plot 7 - fix or remove damaged fence falling onto the footway. Plot 8 to take back all brambles and vegetation well back from the footway.
- Issue the Parish Council with 'Permission to cultivate' on the corner by the bus stop.
- Creation of a Parish newsletter – Cllr Quiney told the council that a spring and autumn newsletter for the parish would be a good way of communicating with local residents as not all have access to the internet.

- Community Events – Date setting could not be completed as the council need to liaise with the head of the school which Cllr Quiney will do and report back to the council.
- Meeting dates for 2024 and 2025 - To cancel the meeting on the 10th October and consider and approve the following meeting dates, which will be held in the school hall at 6pm.

Proposed by Cllr B. Czornookyj Seconded by P Hawkes and RESOLVED for the above meeting dates to be approved. Cllr B. Czornookyj told the council she would not be able to attend the meeting on the 16th January 2025.
- The date of the next meeting is scheduled for 19th September to commence at 6.00 p.m. in the school hall.
- Any other matters for discussion only or on the next agenda – The clerk was asked to add an informal discussion to the end of the agenda after the meeting has closed to allow people to ‘chat’.
