Minutes from 6.07.2023

THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 6th July 2023 at 7pm in the chapel of the Methodist church. 
In Attendance: With Councillor P. Hawkes in the Chair there were also present councillor(s), Daff and Best. 
Public:  There were no members of public present.  
Absent: Councillor Corke. District Councillor Neil Jones and County Councillor Tom Ashton. 

Public forum – none. 

1. Chairman’s announcements - The chairman welcomed all present. 

2. Apologies for absence and reasons given - Apologies received and accepted from Councillor Corke. 

3. The notes from the meeting of the Council held on Thursday 11th May 2023 (attached) to be approved as Minutes and signed by the Chairman
It was:-
Proposed by Councillor Daff and Seconded by Councillor Best and RESOLVED by all that the notes be signed.   

4. Election of Vice Chairman, signing of declaration of acceptance of office.
It was:-
Proposed by Councillor Hawkes and Seconded by Councillor Best and RESOLVED that Councillor Daff be elected as Vice- Chairman and sign the declaration of acceptance of office. 

5. Reports from Police and District Councillor if present - None. 

6. To consider and approve the Following payments
a) S. Lea – internal audit - £40.00 (PAID) 
b) Clerks Salary & HMRC - £178.20
c) HMRC - £31.20
It was:-
Proposed by Councillor Daff and Seconded by Councillor Hawkes and RESOLVED by all that the above payment be approved and duly paid.    

7. The co-option of any potential candidates present – None. 

8. Planning Application/s
a) Ref: S/183/01210/23 - Planning Permission - Erection of 2no. two storey dwellings and construction of a vehicular access, existing agricultural buildings to be demolished.
MILL FARM, LEAGATE ROAD, GIPSEY BRIDGE, BOSTON, PE22 7DA. The council has no objections to this applications. 

9. Correspondence for the Council – The clerk told the council that she had received a letter from the new acting executive head at Gipsey Bridge Academy asking the council to consider putting in parking restrictions to help with parking issues at school times.  The council asked her to speak with the county councillor to see if there is anything that can be done, she was also asked to speak with the school and ask them to look into alternative parking areas or purchasing their own car park. 

The clerk was asked to write a letter of thanks to Balfour Beaty for litter picking in the ara as it looks much better. 

10. Highways Matters
a) Councillor Best told the council that he has been using fix my street to report any issues he finds and he has found it very effective.
b) Councillor Best asked for an update on the notice board refurbishment he is to carry out with the previous chairman. The clerk will speak with them to get an update. 

11. The date of the next meeting is scheduled for 5th October 2023 to commence at 7.00 p.m. in the Chapel of the Methodist Church. 

12. Any other matters for discussion only or on the next agenda 
a) The clerk was asked to chase the progress of a dog bin on Newham lane. 
b) The clerk was asked to report the overgrown bushes on Lindsey Way. The clerk told the council that she has done this before but as it was planted up by a member of the parish they will not maintain the area. The clerk was asked to write to the person who carried out the work and let them know the council will be carrying out some maintenance on the shrubs.
