Notes from 05.10.2023

THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 5th October 2023 at 7pm in the chapel of the Methodist church. 
In Attendance: With Councillor P. Hawkes in the Chair there were also present councillor(s), P. Corke and J. Best. 
Public:  There were 6 members of public present. 

Absent: Councillor Daff. District Councillor Neil Jones and County Councillor Tom Ashton. 

Public forum:
Reverend Val introduced herself and wants to be more involved in the local community. She sent apologise from the head of the school whom wanted to attend this evening but was not able to make it. A member of the parish told the council that they and Cllr Best met with hih ways and have approved the sites for the planters they now just need the funding for them. They are going to apply for the councillors community grant to help towards the cost of the planters. 

1. Chairman’s announcements - The chairman welcomed all present. 

2. Apologies for absence and reasons given – Apologies received and accepted from Councillor John Daff. 

3. The notes from the meeting of the Council held on Thursday 6th July 2023 (attached) to be approved as Minutes and signed by the Chairman
It was:-
Proposed by Councillor Best and Seconded by Councillor Corke and RESOLVED by all that the notes be signed.   

4. Reports from Police and District Councillor if present – Not present no report given. 

5. To consider and approve the Following payments 
a) Clerks Salary & HMRC - £208.20
b) HMRC - £31.20
c) Methodist Chapel Hire for 2023- £100.00
It was:-
Proposed by Councillor Hawkes and Seconded by Councillor Best and RESOLVED by all that the above payment be approved and duly signed.    

6. The co-option of any potential candidates present – 2 registers of interest received 
It was:-
Proposed by Councillor Corke and Seconded by Councillor Best and RESOLVED that Liz Quiney be co-opted on to the council and sign the declaration of acceptance of office. 

It was:-
Proposed by Councillor Hawkes and Seconded by Councillor Best and RESOLVED that Briony Czornookyj be co-opted on to the council and sign the declaration of acceptance of office. 
 
7. To confirm and approve the councils budget for 2024 to 2025 and precept amount to be applied for
It was:-
Proposed by Councillor Quiney and Seconded by Councillor Best and RESOLVED by all that the budget be approved. 

It was:-
Proposed by Councillor Best and Seconded by Councillor Corke and RESOLVED by all that a 10% increase be applied to the precept in line with inflation. The clerk will apply for a precept of £3338.50.

8. Planning Application/s – None.

9. Correspondence for the Council – None. 

10. Highways Matters
a) Councillor Czornookyj reported various pot holes and footpath damage in the parish she will send photos to the clerk so she can report them viz fix my street. 
b) The clerk was asked to email the county councillor and the highways officer to see if it would be possible to get an alternative route for HGV’s.

Proposed by Councillor Quiney and Seconded by Councillor Czornookyj and RESOLVED by all that the meeting dates be approved. 

12. The date of the next meeting is scheduled for 11th January 2024 to commence at 7.00 p.m. in the Chapel of the Methodist Church.
