Thornton Le Fen Parish Council

Minutes of the Meeting of the Parish Council held in The Chapel of the Methodist Church on Thursday 9 January 2020 commencing at 7:00 p.m.

 

In Attendance: With Councillor P. Richardson in the Chair, there were present, Councillors – G. Fordham, j. Daff, J. Smith, A. Hunt, Mrs. A. Hunt and L. Burt.

 

Absent: District councillor Neil Jones and county councillor Tom Ashton. 

 

Public: 1 member of public was present.  

 

Public forum

Ralph Roberts from the community speed watch programme attended the meeting to give the councillors more information about the speed gun initiative they currently have running. He told the council what equipment they would need and costings which have previously been circulated to the council. He gave the council a demonstration of the device and let them use it in the chapel.

 

The Chairman declared the meeting open at 7:30 p.m.

The chairman welcomed all present and thanked them for coming.

  1. The notes from the meeting of the Council held on Thursday 10th October 2019 (attached) to be approved as Minutes and signed by the Chairman

It was:-

Proposed by Councillor Fordham and Seconded by Councillor Daff and Resolved that the minutes of the meeting held on Thursday 10th October 2019 be approved as Minutes and signed by the Chairman.

 

  1. Reports from Police and District/ County Councillor if present. – Not present no reports given.

 

  1. To consider Grants and Donations for 2020/2021

This council has given donations of £165.00 each to Langrick Church Fund and Wildmore Parish Council for the maintenance of the churchyards and would like to continue doing so.

It was:-

Proposed by Councillor Ash Hunt and Seconded by Councillor Fordham and Resolved that the donations of £165.00 each be made to the Langrick Church Fund and Wildmore Parish Council as a contribution towards maintenance of the churchyards

 

  1. To consider and approve the Parish Councils budget for 2020/2021

Please see attached Budget.

It was:-

Proposed by Councillor Richardson and Seconded by Councillor Daff and Resolved that the budget of £3035.00 for the year 2020/2021 is approved and adopted.

 

  1. To consider and approve the local council precept for 2020/2021

It was:-

Proposed by Councillor Richardson and Seconded by Councillor Fordham and Resolved that the precept of £3035.00 be approved for 2020/2021. 

 

  1. To consider and approve the Following payments
  1. Clerks Salary, tax and working from home - £200.00

It was:-

Proposed by Councillor Alison Hunt  and Seconded by Councillor Fordham and Resolved that the above payment is approved and duly paid.

  1. Discussion had on equipment needed to set up speed gun device.

It was:-

Proposed by Councillor Richardson  and Seconded by Councillor Burt and Resolved that the clerk spend up to £520.00 to purchase the equipment needed.

  1. Ref: S/183/01940/19 – Bunkers Hill Farm – Full planning given

 

  1. Correspondence for the Council - All been done via email.

 

  1. Highways Matters
  1. Councillor Daff reported a pot hole on canister lane outside four acres farm, clerk to report via fix my street.
  2. Councillor Fordham reported that he met with highways and the county councillor in the village, they did not stop long in the parish and only attended two sites of concern which was the village sign which they said would be done asap and the poor road condition on Leagate road outside kirks yard.

 

  1. Reactive Speed sign – To be moved to the next meeting.  

 

  1. To confirm the date of the next meeting of the Council - The date of the next meeting is scheduled for 21st May 2020 which will be the annual council meeting which will commence at 7.00 p.m. in the Chapel of the Methodist Church followed by the annual meeting of the council at 7:30pm.

 

  1. Any other matters for discussion only or on the next agenda
  1. The clerk was asked to look into Broadband schemes in the area and the ways in which better internet speeds can be obtained.
