THORNTON LE FEN PARISH COUNCIL

Minutes of the remote meeting held on Thursday 03rd May 2021 at 7pm via Zoom.

Present: With Councillor G. Fordham in the Chair there were also present councillor(s) Daff and Richardson.  District councillor Neil Jones was also present.

Apologies: Councillors Ash Hunt and Alison Hunt.   

Public: None.

  1. Election of Chairman, signing of declaration of acceptance of office.

It was:-

Proposed by Councillor Richardson that councillor Fordham be the chairman for 2021-2022 and seconded by Councillor Daff and RESOLVED. Councillor Fordham accepted and will sign a declaration at his earliest convenience.

There were no other nominations.

 

  1. Election of Vice Chairman, signing of declaration of acceptance of office.

It was:-

Proposed by Councillor Richardson and seconded by Councillor Daff and RESOLVED to move this item to the next meeting when all councillors are present.

 

  1. Apologies for absence and reasons given – Apologies received and accepted from Councillor Ash Hint, Alison Hunt, Lynda Burt and James Smith.

 

  1. Declarations of interest in accordance with the 2000 local government Act – There were none.

 

  1. The notes from the meeting of the Council held on Thursday 7th January 2021 (attached) to be approved as Minutes and signed by the Chairman

It was:-

Proposed by Councillor Fordham and Seconded by Councillor Richardson and RESOLVED by all that the notes be approved as minutes and signed by the chairman.  

  1. Reports from Police and District/ County Councillor if present.
  1. District councillor Jones told the council that virtual meetings cannot be held anymore after the 7th May as this is when the change in law expires which allows for virtual meetings. He also told the council that there is £226,000 to spend on improving the local area to help increase people going out.

 

  1. To consider and approve the accounts for the year ending 31st March 2021

It was:-

Proposed by Councillor Daff and Seconded by Councillor Richardson and RESOLVED by all that the accounts for the year ending 31st March 2021 be approved and signed by the chairman as well as the certificate of exemption.

  1. To confirm and approve the Accounting statements contained in the Annual Return

The figures from the financial records have been transcribed into section 1 of the annual return.

It was:-

Proposed by Councillor Fordham and Seconded by Councillor Richardson and RESOLVED that the accounting statements for the year ending 31st March 2021 be approved and signed by the chairman.  

 

  1. To approve the annual governance statement in the annual return

Members considered the detail within the governance statement and understood what they are, as a corporate body, approving.

It was:-

Proposed by Councillor Daff and Seconded by Councillor Fordham and RESOLVED by all that the council answer ‘yes’ to all boxes contained in the annual return and the chairman sign accordingly.

 

  1. To consider and approve the Following payments
  1. LALC Annual Subs- £139.08 (PAID)
  2. ICO Data protection - £40.00 (PAID)
  3. Clerks Salary, tax and working from home - £193.00
  4. HMRC PAYE = £7.00
  5. Internal Audit - £20.00

It was:-

Proposed by Councillor Daff and Seconded by Councillor Richardson and RESOLVED by all that the above payment be approved and duly paid.

 

It was:-

Proposed by Councillor Richardson and Seconded by Councillor Daff and RESOLVED by all that a fee of £75 (up to £250) be paid to install a defib on the Methodist chapel proving the defib has a case and that the clerk can get permission from the building owners.

 

  1. Planning Application/s
  1. Ref: S/183/00615/21 – Land at manor farm, Leagate road. Application to remove agricultural occupancy. The council support this application.

 

  1. Correspondence for the Council – Nothing new to report all done via email.

 

  1. Highways Matters
  1. Councillor Richardson reported the pot holes on Leagate road just after the equestrian centre.
  2. Councillor Fordham reported the pot hole outside his property on Leagate road.
  3. Councillor Daff reported the pot holes on Leagate road near the 40mph signs and one near his home.

 

  1. Reactive Speed sign – Councillor Fordham told the council that he has taken receipt of the reactive sign that evening and he will put it up in due course.

 

  1. To confirm the date of the next meeting of the Council - The date of the next meeting is scheduled for 8th July 2021 at 7.00 p.m. in the Chapel of the Methodist Church. The annual parish meeting will be held after the normal council meeting at 8pm this is to comply with restrictions and regulations. The clerk was asked to display a poster to allow for local parishioners to bring up anything pressing in the meantime.

  1. The clerk was asked to find out about CWS training to see if there are any updates.

 

The meeting closed at 7:52pm
