THORNTON LE FEN PARISH COUNCIL
Minutes of the remote meeting held on Thursday 7th January 2021 at 7pm via Zoom.
Present: With Councillor G. Fordham in the Chair there were also present councillor(s) Mrs A. Hunt, Mr A. Hunt, Daff and Richardson.  County Councillor Tom Ashton  and District councillor Neil Jones were also present. 
Apologies: None.  
Public: 1 member of public present. 
Public Forum: 
A member of public asked if the council if they would be interested in joining their local newsletter to promote local interest issues in their village. They gave a brief explanation of the newsletter and explained to the council that it usually pays for itself through advertising. 
1. Chairman’s announcements – The chairman welcomed all present and thanked them for coming. He wished everyone a happy new year.

2. Apologies for absence and reasons given – Councillors J. Smith and L. Burt were not present. 

3. The notes from the meeting of the Council held on Thursday 8th October 2020 (attached) to be approved as Minutes and signed by the Chairman
it was:-
Proposed by Councillor Hunt and seconded by councillor Daff and resolved by all that notes from the 8th October 2020 be approved as minutes and signed by the chairman. 

4. Reports from Police and District/ County Councillor if present
a) Police not present no report given. 
b) District councillor Neil Jones told the council that East Lindsey is in tier 5. There has been approval for 5 local  COVID-19 vaccination sites, but it is unknown where they will be. He also told the council that green bins can now be renewed for £40.00. 
c) County councillor Tom Ashton wished everyone a happy new year and was very sorry that the council wasn’t meeting in person yet. He told the council that there hasn’t been much happening at the county council over the last couple of week due to Christmas then another lockdown. He has some funding available for community groups helping with COVID relief. The Lincoln bypass opened in December and the council tax will go up but by a 1 or 2% increase. 

5. To consider Grants and Donations for 2021/2022 – No requests received. 

6. To consider and approve the Parish Councils budget for 2021/2022 
It was:-
Proposed by Councillor Richardson and Seconded by Councillor Daff and Resolved that the budget of £3035.00 for the year 2020/2021 is approved and adopted. 

7. To consider and approve the local council precept for 2021/2022
It was:-

Proposed by Councillor Richardson and Seconded by Councillor Fordham and Resolved that the precept of £3035.00 be approved for 2021/2022.  

8. To consider and approve the Following payments
a) Clerks Salary, tax and working from home - £200.00
It was:-
Proposed by Councillor Ash Hunt and Seconded by Councillor Fordham and Resolved by all that the above payment be approved and duly paid.   
b) Hire of chapel - £20.00? for January 2020
It was:-
Proposed by Councillor Richardson and Seconded by Councillor Fordham and Resolved that a donation of £80.00 be given for the hire of the chapel for 2020.   

9. Planning Application/s – None. 

10. Correspondence for the Council – The clerk told the council that everything is sent through email. Emails where received in regards to a local newsletter as discussed in the public forum.

Proposed by Councillor  Fordham and seconded by councillor Daff and resolved by all that the council join the local newsletter.

11. Highways Matters
a) Councillor A. Hunt asked if Legate road was going to be gritted as he told the council that it had not been done yet. Councillor Ashton agreed to investigate this. 

12. Reactive Speed sign – Councillor Fordham told the council that the sign had been in the parish for 8 months and Langrick parish council now have it. He will get the data off it once it is returned which should be sometime if Feb. 

13. To confirm the date of the next meeting of the Council - The date of the next meeting is scheduled for 20th May 2020 which SHOULD be the annual council meeting which will commence at 7.00 p.m. in the Chapel of the Methodist Church followed by the annual meeting of the council at 7:30pm. If government guidelines do not allow the meeting will be held via Zoom. 

14. Any other matters for discussion only or on the next agenda – There were none.
