THORNTON LE FEN PARISH COUNCIL
Minutes of the meeting held on Thursday 06th January 2022 at 7pm in the chapel of the Methodist church. 
In Attendance: With Councillor G. Fordham in the Chair there were also present councillor(s) Richardson, Burt and Hawkes. District councillor Neill Jones was present and PSCO Nigel Wass and PCSO Teressa Key.
Absent: Councillor Daff and County Councillor Tom Ashton. 
Public: There was one member of public present. 
1. Chairman’s announcements – The chairman welcomed all present and thanked them for coming. He wishers everyone a happy new year. 

2. Apologies for absence and reasons given - Apologies received and accepted from councillor Daff. 

3. The notes from the meeting of the Council held on Thursday 03rd May 2021 in the chapel of the Methodist church (attached) to be approved as Minutes and signed by the Chairman – Not done previously. 
It was:-
Proposed by Councillor Burt and seconded by Councillor Richardson and RESOLVED for the chairman to sign the minutes as a true record. 

4. The notes from the meeting of the Council held on Thursday 07th October 2021 in the chapel of the Methodist church (attached) to be approved as Minutes and signed by the Chairman

5. Reports from Police and District Councillor if present. 
a) PCSO Nigel Wass and Teressa Key attended the council meeting, they introduced themselves to the council and informed them that there has been no recent reported crimes which is great for the area. 
b) District councillor Neil Jones told the council that green bins are now due for renewal and the price has gone up to £50.00. He told the council that he would support growth in the community as he has done in the surrounding areas. Councillor Jones also agreed to chase the placement of some dog waste bins in the village. 

6. To consider and approve the Following payments
a) Clerks Salary, allowances, and Tax - £180.40 plus tax £19.60 – HMRC PAYE account in credit so no payment needed. 
b) Hire of the chapel for 2021 - £80.00
c) J. Parker (defib) - £240.00
It was:- 
Proposed by Councillor Burt and seconded by Councillor Richardson and RESOLVED that the above payment be approved and duly paid.

d) To consider the purchase of village gates
It was: -
Proposed by Councillor Richardson and seconded by Councillor Fordham and RESOLVED that the council apply for permission for village marker gates 4x at Bunkers Hill 2 at each end where he most speeding occurs. Councillor Fordham is going to obtain prices for the next council meeting for white recycled plastic markers. 

7. Planning Application/s – None.

8. The co-option of any potential candidates present – There were none. 

9. Correspondence for the Council – The clerk told the council hat this is dealt with through email between meetings, but she has received 2 funds requests from Wildmore parish council and St. Margaret’s church to help with the upkeep of the churchyard. 
It was: - 
Proposed by Councillor Richardson and seconded by Councillor Burt and RESOLVED that a donation of £330.00 be given to both churchyards, £165.00 for 2021 and £165.00 for 2022. 

It was: - 
Proposed by Councillor Fordham and seconded by Councillor Richardson and RESOLVED that the council investigate getting improved broadband in the area via community fibre application.  

10. Highways Matters
a) The current state of the bus shelter was discussed, having been used as a book swap for locals during the pandemic, but now has been left very untidy. Councillor Fordham told the council he would ask the local parishioners if anyone would be available to go down and tidy this up. 

11. Reactive speed sign – Councillor Fordham told the council that they have prolonged usage of the reactive sign as Langrick parish council do not wish to collect it in the winter. 

12. Defib installation update – The clerk told the council that the defib cabinet has been installed and the clerk has put the defib inside after testing it, she has also registered it with the circuit which is a data base set up by the NHS in conjunction with the British heart foundation.  

13. To confirm the date of the next meeting - The date of the next meeting is scheduled for 05th May 2022 to commence at 7.00 p.m. in the Chapel of the Methodist Church. This will be the council annual parish meeting followed by the annual meeting of the parish council at 7:30pm. 

14. Any other matters for discussion only or on the next agenda – There were none. 

15. To resolve to move into closed session - Under public bodies (admission to meeting) Act 1960 and the local government act 1972, ss 100 and 102.
a. Clerks’ salary – to be discussed – clerk is now CiLCA qualified
It was: - 
Proposed by Councillor Burt and seconded by Councillor Richardson and RESOLVED that the clerks wage be increased to £12per hour.

b. To approve and discuss council budget for 2022-2023 (see attached) and precept amount to be applied for
It was: - 
Proposed by Councillor Burt and seconded by Councillor Hawkes and RESOLVED that the budget be approved. 

It was: - 
Proposed by Councillor Fordham and seconded by Councillor Richardson and RESOLVED that a precept of £3035.00 be applied for.
